Administration
The Seguin Police Department is led by Chief Kevin Kelso, a native of Gonzales, who spent much of his career in command positions at the police department in Victoria. While building his career, Chief Kelso attained his bachelor's degree from the University of Houston in Victoria. He is a graduate of both the FBI National Academy and the Leadership Management Institute of Texas at Sam Houston State University. Chief Kelso is a proponent of the Community Policing model and has encouraged partnerships with our neighbors. Since Chief Kelso joined the department in 2008, it has grown dramatically in manpower and technology. Within those two years, our patrol fleet was modernized with mobile data terminals with integrated video cameras. Our department obtained a new computer aided dispatch and records management system, which increased our communications abilities.
Deputy Chief Wade Goolsby joined the department in 2008. He has been a law enforcement leader for the majority of his career, which began with the Arlington Police Department. Before coming to Seguin, Chief Goolsby served as both a Deputy Chief and a Chief of Police at agencies in the Dallas/Fort Worth Metroplex. He holds both a Bachelor's and Master's degree from the University of Texas at Arlington. Chief Goolsby currently serves as second in command and the supervisor of the communications, records and administrative offices of the Police Department. He was largely responsible for the implementation of the agency's new CAD/RMS system. In 2010, Chief Goolsby took on the additional role of Administrative SWAT Commander.
Maureen Watson is the Captain of Operations for the Police Department. She oversees the patrol, criminal investigations, and animal control divisions. Captain Watson began her career with the Seguin Police Department in 1991 and rose through the ranks to become a supervisor in both patrol and criminal investigations. Captain Watson attained her bachelor's degree from Texas State University and was the honor graduate of the 114th session of the Southern Police Institute at the University of Louisville.
Diana Leos serves as the Chief's Administrative Assistant. She is in charge of all of the administrator's correspondence, scheduling, and record keeping. Diana keeps all police department employee records and assists with their training. In addition, DIana has taken on the task of supervising all sex offenders who reside within the City limits.
Stacy Passante is the department's administrative technician. She was chosen by her peers to be Civilian Employee of the Year in 2010. This was largely due to her dedication and hard work. Stacy assists the Criminal Investigations Division by compiling completed criminal cases and preparing them for presentation to the prosecutors' offices. She also assists with record keeping, correspondence, and other administrative duties.
